In the third part of this story arc Ollie is in Metropolis paying a visit to Led Luther to see if he has any connection with the Ninth Circle, as Emi and Black Canary follow up on the human trafficking of the underground.
As Green Arrow confronts Luthor in his ivory tower employees check their phones and bodies start falling from the skyscraper.  Luckily they are in the Lexcorp tower in Metropolis and not a satelitte office so Superman shows up to save the people and Green Arrow helps until Led can reverse the hack that is causing the employees to become suicidal.

As big a fan of Percy's work on this title as I have been, this issue seemed a little off to me. Maybe because not much happened besides some humorous dialogue between Emi and Ollie over her code name. So I regret to say this writing wasn’t as compelling as previous issues.

Luckily the art team saved the comic from being a snoozefest with their gorgeous work. Also they drew everything dynamically making the issue seem more full of action than it was.
