The second half of a story involving the Crime Doctor, Prometheus and some child that Black Canary wants to save from a lifetime of brutality. This is a complicated and confusing issue that also fails to move the reader despite the attempts to bring some depth into it. The fights are uninvolving, partly because the story is so complex and partly because the art is rather stiff and blocky. Even the lovely super heroines of the story look rather unattractive. The surprise ending comes out of nowhere and feels contrived. Despite the creators' clear attempts to engage our sympathies, it is hard to care for these characters since you can barely tell what is going on. Not one of the better Birds of Prey issues.
