Static makes his debut in the DC universe, fighting the Ravager in gladiatorial combat for the evil Dark Side Club.

This should be a major event as Static was once a mainstay of the MILESTONE comics line and even had a popular TV show for awhile. Yet in this issue, he basically just beats Ravager, gets tranked by the bad guys and then disappears. How they could bungle the first DC appearance of this character is beyond me.

The rest of the story is devoted to the Terror Titans, a group of evil, junior versions of various DC villains.  In fact the first page is about some juvenile creep called Nathan Price. Too bad the writer never bothers to tell us who Nathan Price is. Presumably he is one of the Terror Titans but they never spell this out for us. Besides, why should we care about these guys anyway? They are low-life types with little charm or interesting backstory to flesh them out.  Yes, villains can be good protagonists as we have seen in SUICIDE SQUAD, VILLAINS UNITED and SECRET SIX. But these guys are just bad guys.  Their plight generates no sympathy or even curiosity. They should just stick to fighting the Titans.

The art is the saving grace. The use of panels is clever and the human figures look very powerful-- even if they don't look like teens at all. Bennet's potential is really starting to flower. He used to have a roughness about his work, Maybe it is the inker or maybe he is just getting better but this issue looks really smooth. He is worthy of better material.
