The League has gone undercover to investigate a war between two banana republics, waged by government-sponsored superhumans. Unfortunately, in the process, Wonder Woman and Green Lantern get taken captive. But even more unfortunately, we don't see this happen! What should be an exciting super-struggle is left to our imagination as Diana and Kyle just abruptly show up in the villains' prisons. Meanwhile the rest of the League remain in hiding, trying to discover the origins of these super-soldiers while Aquaman sits on the sidelines and whines and whines. This story simply isn't going anywhere. Showing the JLA and UN delegates debating among themselves just isn't interesting enough. And despite the presence of two warring armies of super-beings, the threat to the JLA and the world isn't menacing enough. The art tries to convey a sense of danger and intrigue but this just doesn't work, especially when the story makes it clear that the main obstacle faced by the League is some United Nations protocol. Like the Sudanese government doesn't use such protocols for toilet paper.
