The Superman of Earth-2 and the Superboy of Earth-Prime make their move to recruit more superheroes to their campaign to change the universe. But that is just part of a wider story with the Secret Society turning against itself, the Amazons making their last stand, the Spectre destroying Atlantis and other diverse events which are mysteriously linked somehow. In fact, too much of this story is linked to other comics, be it the various "Crisis" miniseries that preceded it or even the original "CRISIS ON INFINITE EARTHS." It must be difficult to newcomers to follow what is going on. The original CRISIS miniseries was part of a story involving dozens of other titles as well but not so much that it could not be enjoyed on its own. The art in this issue has improved but at times, is just too busy for its own good. There are scenes of a computer screen which are incomprehensible because the creators thought they would be clever and put some computerese-graphics on top. There are also scenes of various characters crammed into one panel but the drawings aren't detailed enough to make out who they really are. Still, if you are one of the many who has read the various comic books that are tied into this miniseries, then this issue has some major shocks that will really make you wonder what is happening next and which will leave you eager to get your hands on the next issue. Just be sure to read the other DC titles as well so you won't miss anything.
