So the plot opens with a 12 year flashback in Metropolis and Superman laid out by Night wing. This is immediately followed by time jumps and following team Night wing on their exploits. It seems in the future its illegal to be a metahuman without taking inhibitor meds. Therefore Nightwing and his team take on Dr. Light and we see that Dick is outed as Nightwing.

At first with the different timelines this is a little confusing, but throughout the issue the story becomes clearer and makes some sense. Additionally its an intriguing debut comic and I am interested to find out what happens next.
And the art is so unique almost painted as opposed to drawn, yet really detailed and realized as we f a hybrid of styles converged to make a beautiful visual.
