In this issue Mark Milton, also known as Hyperion meets some people who resemble him. First, he meets with Stanley Stewart, the super fast Blur. Then he meets the mysterious vigilante known as Nighthawk where Milton tries to "inspire" him to greater goals. The future Dr Spectrum, Corporal Joe Ledger returns after his brief disappearance last issue after coming out of his coma.

Straczynski continues to weave an articulate story around the lives of this world's super beings. It's becoming apparent that the stories will not be action-based, but character-driven. An example of this is the intricate trick showing readers how Nighthawk perceived Hyperion, while the latter was preaching to him. Later, we find out, some of the preaching got to Hyperion's head too!

Frank is getting better. He's starting to differentiate characters better than before. The Blur no longer looks like the standard black guy. His face is becoming unique. Corporal Ledger's face is also more defined than before. This issue showed the breadth of Frank's work. Whether scenes are based in the countryside, cities, space or a laboratory, it was detailed and clear.
