Bush being ridiculed will be disappointed. The prez here is Lex Luthor in a story that features Superman, Bizarro and Pete Ross and playfully tweaks continuity all throughout. There is some political satire but basically, this issue is an out-and-out jokefest concerning Lex's call for Plastic Man to stand-in for him at a presidential press conference because Lex's brain has been switched with a cat. The art is even more cartoonish than usual although the characters, like Lex and Superman, remain recognizable. Some of the sight gags, while good-- would be so much better if they had appeared in an animated cartoon. The scene of Woozy in the Oval Office is amusing but it would have been absolutely hilarious if you could actually see the character's actions rather than follow them from panel to panel. There is a lot of character-based humour that works just fine however (Superman vs. an Old Lady) and even the jokes in the background (like Lex catching flies) are a gas.
