The crime-ridden city of Bludhaven has been destroyed and now the government has fenced up the ruins for some mysterious reason. Various supervillains, a new version of the Force of July and an old superhero with a new posse are combing through the remnants of the city, searching for something-- and eventually coming into violent conflict with each other. A few old characters are revived and we get a glimpse of a few new characters-- including the latest version of the Freedom Fighters. The focus isn't on established heroes but people who have not been seen before. This miniseries is clearly just the launching pad for new characters into their own books. Still, it does have a sense of suspense since we don't fully know which of these newbies will survive till the end of the story. The art team is a little too clean and orderly to convey the sense of disorder and despair in the dead city but they also tell a story that is fast-moving, exciting and easy to follow. They also make it easy to tell the dozens of characters apart, even the ones we have never seen before.
