The new Speedy returns and judging from the cover, she's dripping HIV-infected blood everywhere. That is just one of the many irksome things about this issue, which has Green Arrow and his new sidekick facing off against rage-maddened citizens. What should be a rousing fight scene is slowed down by a supposedly-witty exchange between the heroes. They are trying to make this new Speedy lovably spunky but she comes off as insufferably smug instead. To further slow down the action, we get a televised debate between a stereotypical conservative and a clever liberal where the writer basically pats himself on the back for the hare-brained schemes that Mayor Ollie has been resorting to. Oh, Green Lantern ends up saving the day and an evil corporation was behind it all. These things should be spoilers but they come out of nowhere anyway so it hardly matters. The art is just adequate and fails to save the story.
