This anniversary issue updates readers on the changes wrought by the recent "War Games" crossover: the dead, the injured and the departing. Batman is once again a fugitive from the police even while a new crimelord starts consolidating his power over the Gotham. There is a certain thrill in seeing Batman operate as a non-sanctioned vigilante again, evading the cops, interrogating criminals and slinking around the city. The creative team make Batman look mysterious and formidable while still letting his human side come through, especially in his meetings with his supporting cast. The art is suitably moody and noir-ish although some of the action scenes are confusing. The fight scene with Killer Croc for one, comes off as cluttered and unexciting. Frankly, Killer Croc's appearances have been getting pretty dull recently. He's become nothing more than a space filler who knocks Batman around for a few panels before he gets taken out himself. Maybe he could use a vacation.



There is also a backup written and drawn by Lapham which is suppose to be a prelude to the next big saga, called "City of Crime." This backup just looks excessively artsy and pretentious and fails to tell a clear a story. All it does is hammer home the idea that Gotham City is a crime-ridden hellhole. Like this is news to anybody.
